Hong Kong Chief Executive Carrie Lam has given her maiden policy address under the theme of “hope and happiness.” Mrs. Lam outlined how she would use some of Hong Kong’s HK$1 trillion of fiscal reserves to boost competitiveness, turn Hong Kong into a smart city and create affordable housing.
