    Sexual Harassment in Hong Kong / Indonesia's election

    On Tuesday's Backchat, sexual harassment in Hong Kong.The Secretary for Security says he wants to proceed quickly on a law to tackle 'upskirt' photo-taking and voyeuristic crime after the Court of Final Appeal ruled against the use of of the charge of 'obtaining access to a computer for criminal or dishonest gain' on smartphone related crimes. But he says it's first necessary for the Law Reform Commission to compete its consultation on such a law. Meanwhile there is trouble at the FCC over a an 'anti-harassment' policy, with claims by some members that it 'interferes with the freedom of speech that we take for granted as a fundamental value of the Club'. How do you identify and define sexual harassment? What sort of laws or policies are appropriate and how do you address the problem without threatening freedoms, or making over-general laws? Is there a vacuum in the law now, and if so what sort of message does it send? Are we taking the issue seriously here? Is harassment particularly acute in Hong Kong?
