CE Carrie Lam said in the recent Poverty Summit that broad participation is needed to address social issues effectively by making good use of the resources from corporations and the market. Meanwhile Secretary for Labour and Welfare Law Chi-kwong raised an idea of using money from a public-private trust fund to build transitional housing for low-income families.
