    "Job hopping" among foreign domestic helpers / DSE app glitches

    On Tuesday's Backchat, we're talking about calls to tackle "job-hopping" among foreign domestic helpers.

    Authorities last year announced that a revised employment agencies' code of practice would be published this quarter, as some employers are struggling to retain their helpers despite having invested in hiring fees.
    The amended guidelines are expected to add new provisions to deter the trend, such as banning agencies from providing monetary incentives to helpers who change employers. However, critics worry that the code's non-legally binding nature will not be enough of a deterrent.
    Some employers' groups have suggested tightening immigration rules with proposals to create a database blacklisting helpers deemed to change employers too often.
    What really is "job hopping"? Do you think that it should be regulated? Or is this a right all employees should be entitled to?
    After 9:45, we talk about plans by the Office of the Government Chief Information Officer to stress test public institutions' mobile apps, after an app used to record DSE students' attendance suffered a glitch on exam day.

    San Tin IT hub / e-HKD digital currency pilot scheme

    On Monday's Backchat, we learn more about plans to establish a major technology hub as part of the Northern Metropolis development.

    Aspiring to become "Hong Kong's Silicon Valley", the 627 hectare San Tin Technopole, as it's called, could create at least 165,000 innovation and technology jobs on land the size of 17 Science Parks.

    The Development Bureau has said that besides public tendering, plots could be offered by means such as restricted tendering or direct land grants.

    Meanwhile, green groups have expressed concerns about the possible environmental impact of development in the area.

    How much of an impact would the new centre have in boosting R&D capabilities? Would relaxed tendering rules encourage more tech companies to apply?
