    As the wedding is approaching, the various arrangements for the wedding ceremony and the decoration of the new home have made the relationship between Steven and his fiancé increasingly tense. Steven works in the Buildings Department as a Surveyor, and in the several buildings that require mandatory window inspection, the residents either simply ignore the inspection notification or randomly employ unqualified workers to inspect their windows. Steven is even condemned by the residents, who accuse him of making things difficult for them and not fulfilling his duties, but only issuing penalty tickets to them. Steve is under pressure both from work and his own family. He meets Ben Sir and Ah Fat, his two seniors, to vent his grievances. They advise Steve that he should be more flexible in dealing with the public.
    Steven then changes his strategy and tries to start from a people-oriented perspective. Aunt Lan, who refuses to have her windows inspected, finally understands that window inspection is like body checks, and as a property owner, she should be responsible for managing her own property well. After the falling window accident, other owners also learn that the ultimate purpose of the mandatory window inspection scheme is to find out the problem and carry out the repair work as soon as possible, in order to avoid accidents.

      Kristy (played by Jennifer YU), a Structural Engineer of the Buildings Department, transferred to the Joint Office recently. She is arranged to work with a slick and seasoned Technical Officer (Structural) Fat-kei (played by Joseph TAY) to handle all kinds of water seepage problems of buildings in the Yau Tsim Mong District, a place where the good mingles with the bad.
      Kristy has difficulties to adapt to the new working environment. And as a person who believes that policies and procedures should be properly followed, as she is also dissatisfied with her new partner’s outfits, conversational manner and way of doing things. Nevertheless, the experienced Fat-kei feels just like a fish in water and handles his work smoothly and capably.
      The pair work together to handle a problematic case of water seepage complaint in Kwai Hing Building. Sister Fei (played by Halina TAM) is a single mother taking care of her son Tak while mourning for her late husband. Sister Fei and her son are living in Flat 3B in which water is dripping from the ceiling, and the problem is very likely to be caused by water leakage in the bathroom of Flat 4B upstairs. On the other hand, the resident of Flat 4B, “Aunty Six” (played by Anna NG), an old lady living alone, is known to be difficult to deal with and have never cooperated in fixing the problem of water seepage.
      Maybe there are always tools and methods to fix a problem of water seepage, but how can we repair a broken relationship?

      The Game is On

      Streets full of signboards is “a beautiful sight to behold” in Hong Kong. However, many of the signboards are unauthorized or non-compliant works which can easily cause accidents.
      LING Hok-lai (played by Colin CHAN), Building Surveyor of the Buildings Department, works with his partner FONG Pik-yee, Jackie (played by Sofiee NG) at the Signboard Control Unit. One day, the two receive a complaint from Jen that a large signboard is suddenly erected outside her home within one night. After investigation, the two find that the signboard belongs to an outdoor advertising company. The said company combines two small signboards into one large signboard without authorization and blocks Jen's window.
      On the other hand, the two partners discover a signboard of a martial arts school posing potential structural risk during patrol. They explain to the master of the martial arts school that the signboard is relatively small in scale and poses lower potential risks, so it can be kept if the school joins the Signboard Validation Scheme and ensures that the signboard meets all the specifications.
      As for the signboard outside Jen's home, removal order has been issued and everything looks smooth. However, the advertising company keeps on playing nasty tricks — lodging appeals repeatedly and changing responsible person of the company, such that the deadline of removal is postponed again and again. Worse still, the company changes the advertisement posted on the signboard before the deadline of the removal order, causing the removal order issued earlier may lose its efficacy and seriously ruins the two partners’ plan. Luckily, the two find important evidence proving that the signboard concerned belongs to the said advertising company. The two immediately applies to the court for Priority Demolition Order, and sends contractor to remove the large signboard concerned in order to ensure public safety and let Jen's family see the sky again.

      Life is Like a Marathon

      On the roofs of the old buildings in the Sham Shui Po area, there are a lot of illegal rooftop structures in different sizes, and it has been a view of the city.

      WAI Kar-fu (nicknamed Uncle), a Surveyor of the Buildings Department, works with LUI Fei-tong, a newly recruited Surveyor Officer, on the unauthorized building works in the area. During an inspection, they find that there are eight illegal rooftop structures on the roof top of Chung On Building. As the building is a “three-nil building” (a building without an owners’ corporation, a form of residents’ organization and engaging a property management company), it is hard to find a counterpart or a property owner to talk to, which makes enforcement difficult.
      After a lot of hard work, they finally help Brother Wing, one of the illegal rooftop structure tenants, move out. Who would have thought that after a few days, they discover that there are new tenants in that structure? They are very discouraged as their effort is wasted and they don’t know when the demolition could be obtained.
      At that time, Uncle gives Fei-tong an advice – when encountering difficulties, he should maintain his professionalism and perseverance, he should not look only at the illegal rooftop structures of the platform, but at the restored rooftop after the demolition. Fei-tong finally understands that the issue of unauthorized building works is a marathon of confidence and perseverance.

      In an “Operation Building Bright”, officers of Buildings Department discover that On Mei Building in Sham Shui Po has a potential danger, and therefore it is necessary to collect concrete samples from all the units for examination. However, before taking action, they have to obtain a “closure order” from the court and make arrangements to have all the residents moved out.
      The residents of On Mei Building are determined not to move out. This is not only because they think that the closure of the building will seriously affect their daily lives – once the Buildings Department consider that On Mei Building has an imminent danger, it would be a double loss to the owners as they will even have to pay for demolishing their own homes.
      On the day the closure order issued by the court comes to effect, the residents oppose strongly to the closure and they even start a protest, which turns the incident into a hot topic in the news. Upon explanation by the officers of Buildings Department, all the residents finally understand how dangerous it is to continue to live in On Mei Building, and they agree to move out that day, bringing a satisfactory conclusion to the incident.

      A nearly 50-year-old building suddenly collapsed completely. The accident took lives and made people lose their homes. Dealing with the emergency situations at site immediately is certainly important, but the best way to avoid the recurrence of the tragedy is to find out what caused the accident. The first step in the investigation of a building collapse incident is to find out how severe the structural damage of the building was before the collapse. The investigating officers must carefully analyse the rubble and the remaining structure of the building from a perspective of “architectural pathology”. However, as rocks piles up at the scene after the incident, to find out the truth from the chaos is a real challenge. Officers of the Buildings Department (Engineers / Surveyors) first collect and remove the rubble and other exhibits at the scene in the most rigorous manner, because the smallest mistake may destroy the important clues. Subsequently, they carry out different experiments, researches and simulations, including investigations on the damage situation of the steel bars at the bottom part of the building, so that the investigation is carried out in such a rigorous manner that it is comparable to that of a crime scene. In order to recover the truth of the incident layer by layer, in addition to physical evidence, the investigating officers also need witnesses. Apart from studying the investigation reports provided by the police, officers of the Buildings Department will also interview all the people involved in person, including the residents and those workers who are responsible for the maintenance work, so as to reconstruct the condition of the building before the incident through their statements.

      When there is an accident, such as concrete spalling, scaffolding collapsing and fire, people think of the Fire Services Department and the Police Force. In fact, the Buildings Department also provides 24-hour emergency services to the public in dealing with emergencies related to the safety of private buildings.
      After receiving a report of damage to a tenement building, everybody thinks that it is just an ordinary concrete spalling case, but unexpectedly the whole building has collapsed. The Buildings Department staff rushed to the scene immediately after receiving the report and found that the situation was very serious. The original building has become a pile of rubble, and the outer walls of the adjacent buildings are also torn by the collapsed building, and the situation is at risk. At the scene, it is necessary to ensure that the ambulance personnel are carrying out the rescue work in a safe environment, and we must also search for evidence after the event and evacuate the residents. Every decision and every process are very crucial, especially near the end of the year. On the one hand, the Building Department staff must ensure that the building is safely demolished, on the other hand, they must also minimize the inconvenience caused to the nearby residents and let the affected residents return home as soon as possible. How can they think of the best way to serve both purposes with reason and compassion?
      At the end, the authorities concerned decide to immediately arrange for a temporary office to handle the residents’ entry and exit, assist the residents to communicate with the police, make arrangement for the residents to return to their homes to take back their belongings, and build a 3-story steel frame for support, in order to prevent aggravation of the situation.
