On Tuesday's Backchat: Proposed legal aid reform; and discovery of new marine species.
Legco’s Legal Service Panel will examine a government paper proposing that legal aid recipients in criminal cases will no longer be able to choose their own lawyers, unless there are exceptional circumstances.
The planned revamp came after lawmakers said the system had been abused.
In future, the Director of Legal Aid would assign lawyers to defendants, and nominations would only be accepted in cases such as when the lawyer concerned had already represented the defendant in lower courts.
The paper also proposed lowering the quotas of legal aid cases that lawyers can undertake, and further limiting the number of judicial review cases they can take on.
After 9.15am, we’ll be discussing the discovery of new marine life species in Hong Kong waters.

On Thursday’s Backchat, the Qianhai economic zone; and Hong Kong’s third runway.
The Qianhai economic zone in Shenzhen will see its size increase by about eight times, as part of a plan to foster closer business and technology ties with Hong Kong, and to help the development of the Greater Bay Area.
The project includes plans to attract universities from Hong Kong, Macau and overseas to set up branches there, and finance companies will be allowed to provide cross-border services. Business groups have welcomed the potential opportunities and benefits, but say the governments on the two sides need to work out a number of arrangements.
After 9:15am, we’re discussing the planned opening of Hong Kong International
Airport’s third runway, which is set for the second half of next year.
