    Regulating job-hopping for foreign domestic helpers / The workplace happiness index

    On Wednesday's Backchat we're talking about the government's proposal to tighten up rules on ‘job-hopping’ for foreign domestic workers.

    A public consultation is underway on whether employment agencies should be made to tell helpers that authorities would only approve them breaking contracts prematurely under ‘exceptional circumstances’, and make it clear that they’d have to leave Hong Kong and get a new visa before they can come back to work for a new employer.
    Migrants have complained about the proposal, calling it unfair and discriminatory.
    How big of a problem is job-hopping among domestic workers? Is it unfair to tighten regulations against the practice? Would it actually discourage job-hopping?

    On Friday‘s Backchat, we’re looking ahead to China’s 20th party congress, after top leaders of the ruling Communist Party wrapped up their final plenary session for this term on Wednesday.
    During the four-day plenary session in Beijing, members of the 19th Central Committee approved a work report presented by President Xi Jinping - which outlines policies, development goals and achievements - as well as an amendment to the party's constitution.
    The party congress is set to begin on Sunday, where members of the country’s ruling Communist Party meet once every five years to appoint new leaders.  
    How significant is the national congress? What is it about and how does it work?
    After 9:15, we’ll look at calls for the government to strengthen anti-drug education after a new study showed a three-fold jump in the number of views of online posts about cannabis products in the past year.
