    Hong Kong's attractiveness to foreign talent / HKU's gum disease treatment project / Asian Games

    On Monday's Backchat, we talk about Hong Kong's attractiveness to foreign expatriates and mainlanders.

    According to the Immigration Department's latest figures, mainlanders account for 95% of applicants under the Top Talent Pass Scheme launched last December, a number some specialists attribute to the nation's increasing rate of university graduates.
    And while the policy has borne fruit in attracting talented mainland counterparts, it seems to have fallen short of luring foreigners, with only 1,375 successful overseas applicants in contrast to 24,586 from the mainland.
    From high-rents to regional competition, not mentioning opportunities in neighbouring Greater Bay Area cities -- Hong Kong is in a race to attract foreigners, with business chambers highlighting the need to get more talents from overseas.
    Are foreign talents crucial to retaining Hong Kong's international stature? Do we need more targeted immigration policies? And how can the private sector play its part?
    After 9:40, we will talk about an initiative by HKU offering free dental care to Hong Kong's underprivileged.

    Civil service recruitment / Giant inflatable yellow ducks

    On Monday's Backchat, we're talking about civil service recruitment, and a new scheme which will allow undergraduates to make earlier applications for government jobs.  

    Until now, students wanting to join the public service have had to apply in their final year, or after completing their studies. But in future they'll be able to do so in their penultimate year at university, and will receive a conditional offer if successful in the recruitment examinations. 

    The change, which aligns with private sector practices, comes amid a staff shortage and a high vacancy rate, with many having left the service over the past three years.  

    Is the private sector now proving more attractive? What about job security? Will these relaxed rules help, and what else can be done to attract new talent into the government? 

    After 9:45, we get an art critic's take on the reappearance of a giant inflatable yellow duck, and friend, in the harbour.
