    On Wednesday's Backchat, we'll talk about civil servants.



    Civil Service Secretary Patrick Nip said on Sunday that government "belong to the SAR’s civil service as well as that of China. Therefore, when they carry out their duties or even ponder some questions, they must take into consideration their dual identities”.
    "We will seek to strengthen civil servants’ national identity and their understanding of ‘one country, two systems."

    However, representatives from civil service labour unions were concerned as they hadn't heard of such rules and there hadn't been guidelines on the matter.

    Do civil servants have dual identities? Should there be a loyalty test for civil servants, and should that cover their national and local aspects? Should Hong Kong civil servants, like those on the Mainland, be the "central pillar of strength for the socialist cause"? What about their private social media accounts? Should they be screened? What exactly does political neutrality mean?

    From 9:20am-9:30am, we'll join by a former civil aviation chief and a former senior management of Cathay Pacific to talk about the government's bailout plan for Hong Kong's flagship carrier.
