    Tung Chung MTR line extension / Visa applicants needing to declare prior convictions

    On Monday's Backchat, we're talking about the planned extension to the Tung Chung MTR line.
    A groundbreaking ceremony was held on Thursday to mark the start of construction work.  
    Scheduled for completion in 2029, the project will include two new stations -- Tung Chung East and Tung Chung West -- and is part of the broader development of the area which is underway and which will result in a big increase in population.
    The new stations will eventually allow more convenient access for many to the MTR. However, critics have voiced dissatisfaction with the lengthy timeline of the project's planning and construction, pointing out that many new residents will already have moved in several years before the stations are completed.  
    After 9:45, we look into a new requirement for visa applicants to declare any criminal convictions.

    Transport subsidy scheme abuse / Mother's Day F&B performance

    On Monday's Backchat, we talk about the HK$2 fare subsidy scheme and calls to tighten the use of JoyYou cards.
    Under the scheme introduced in 2012, residents above 60 and those with disabilities enjoy a concessionary fare of HK$2 on most public transports.
    While praised for incentivising the elderly to go out, the scheme has been taken advantage of by some residents alleged to have used their relatives' card. The Labour and Welfare Bureau estimates that -- in the past three years -- around 25,000 people have abused the programme.
    In response, some lawmakers suggest tighter penalties and a limit on daily commutes.
    Should transport operators do more to catch offenders?
    How about limiting daily commutes? Can this encourage a wiser use of the scheme? Or would it risk isolating our elders?
